New agreement allows 24-7 winter maintenance on Perimeter Highway

Manitobans will now be able to travel on the Perimeter Highway more easily during winter storms. 

The Manitoba government and the Manitoba Government and General Employees’ Union (MGEU) have signed a memorandum of agreement (MOA) that enables 24-7 winter maintenance on an as-needed basis for Provincial Trunk Highways 100 and 101, known as the Perimeter Highway. 

“This agreement is about keeping Manitobans safe and moving when winter weather hits,” said Lisa Naylor, Transportation and Infrastructure Minister in a release. “Bringing back 24-7 snow clearing on the Perimeter Highway means crews can respond faster during major storms and provide a higher level of service when our communities need it most.”

When severe weather is forecasted and public safety is at risk, the MOA allows the Department of Transportation and Infrastructure to activate 24-7 snow clearing and use two 12-hour shifts to cover.

“MGEU members work hard to keep our roads safe and clear, often in dangerous conditions,” said Kyle Ross, president, Manitoba Government and General Employees’ Union in a release. “This agreement supports 24-7 snow removal when it’s needed, helping keep the Perimeter Highway open for those who rely on it.”

The minister also noted that the agreement will ensure safe travel conditions on a major transportation route. 

The MOA initially took effect on Jan. 22, 2026.
